I would like to order this Nora Lighting 12V Low Voltage Rail Mounted Yoyo Pendant Cord Assembly (50W max.) – NRS34-551 but I do not want it delivered until end of December. Is this enough time or too much time? It will be sent to Blaine, Washington.

However, if you would not like shipment until near the end of December then it is best to place the order between Dec 28 to 29 as Nora lighting (the manufacturer) ships in 24-48 hours from California. So, to Washington it will take about 2-3 business days in transit.
